Despite Tony Blair's dynamic rhetoric at the beginning of Britain's six-month stint as the president of the European Union, it looks like nothing much will be agreed at tomorrow's meeting of heads of state.
The French and Dutch votes against the new constitution a few months ago seem to have delivered a near-fatal blow to certain EU ideals.
It's acknowledged that we're in crisis, but there is little political will do do something about it, and the British presidency seem doomed to be deemed a failure.
I regularly read the papers produced by the Centre for European Reform. One of their latest works, produced in conjunction with the Institut Montaigne, is A Manifesto for Europe: 20 Steps to Relaunch the EU.
Sensible stuff, I think.
